The theme was to show the reactions of Disneyland Haunted Mansion's residents to the "Nightmare Before Christmas" takeover that occurs every October->December.

Even though there isn't any scene like this in the ride, I can see Jack tellin the trick-or-treaters, "OKAY- I'm entrusting decorating the portrait gallery to you kids. Be sure to treat the residents with respect-- I have complete confidence in you! " And then they would cause all sorts of ruckus and tomfoolery. I don't think Gracey would appreciate it at all.
